[Advaita-l] kshatriya dharma according to manu smriti and its interpretation today?

In स्कान्द पुराण, i remember reading a shloka which was uttered by Sriramachandra to His next generation Kings as:

.................
भूयो भूयो भाविनो भूमिपाला नत्वा नत्वा याचते रामचंद्रः
सामान्योयं धर्मसेतुः नृपाणां स्वे स्वे काले पालनीयो भवद्भिः
................

The rough translation:
........
I, the Ramachandra, plead you again and again that whatever code of conduct I have laid / prescribed 
for the Kings in the years down the line (सामान्योयं धर्मसेतुः नृपाणां), should be protected, practised.
..............

It seems राजर्षि रामचन्द्रः has drafted a moral code of conduct for the Kings to follow.
