So, is God who is going to send somebody to save is separate from the Ishvara as per the interpretation ?

  This absolutely does not make sense to me.
IMO : One needs to become self-reliant as suggested in Veda.  Depending on other entities has never helped anyone in any field. That needs to be the real practice as per advaita

The dvaita view is commonly endorsed for the sake for upadesha on sAdhanA. Of course, in advaita, prArthanA is pretty much the same as dvaita, except that Ishvara is taken to be the Self (in other words, bhagavAn and bhakta are the same).

Some render help only when sought. Otherwise, they will remain quiet.
This is acceptable to some extent. But some will not help even if they are
aware of the suffering of others who seek help. They will turn a deaf ear
and ignore it. They are called adhamas or inferior people.

  yaachakairyaachyamaano.api datto na tvachamaachamaH ..
