Can iishvara pull out a jiiva from bondage?

Sorry for mis-interpreting your words.

I wrongly understood that to mean, "The mother will not pick up the child
if the child does not *specifically* call for her. Period. (i.e, doesn't
matter even if the child is suffering)."
