[Advaita-l] Explain this with meaning

One more Vakya is Yo Rudro Vishwa Bhuvanani Vivesha Tasmai Rudraya
Namo'stu. Is this from Maha Narayanopanishad also?  Kindly explain
with Sayana Bhashya if available.
