In the English translation of the work, in the file uploaded in the
Advaitin LIst, you can find this on page 173:

//10. [Reply] In this instance also, there is no punitive measure to
prevent such an
abandonment. One can remain alert after making the declaration of intent
with the
prai˘a ritual formula.53 People who are not entitled to utter Vedic mantras
can declare
their intention using common language.54//

In the jIvanmuktivivekaH [Theosophical Society Edition] in the Sanskrit
part on page 67 at the bottom you have this sentence: वासनाक्षयप्रकरणम् -

'अथ स्थित्वा निराहारम्’ इतादिमन्त्रेण संकल्पं कृत्वा सावधानत्वेनावस्थानं
तत्र त्याग इति चेत्, अत्रा पि न तद्दण्डनिवारितम्, प्रैषमन्त्रेण संकल्प्य
अप्रमत्तत्वेनावस्थातुं शक्यत्वात् । वैदिकमन्त्रानधीकारिणां तु भाषया
संकल्पोऽस्तु ।

[ In what I stated earlier '....if the person is not conversant with
Sanskrit.' pl. change it to read  :    '...People who are not entitled to
utter Vedic mantras can declare
their intention using common language.]
