[Advaita-l] Meaning and significance of mantra

It is said that the kAmokArshIt mantra in upAkarma is not for general
purpose prAyascitta of omissions and commisions which occur in the course
of daily conduct (for which there is the employment of rudra prashna
chanting etc., for example) , rather its only on account of having studied
the Veda when its anadhyayana was enjoined. Was such a long furlough every
year for studying other branches of (non-vedic) knowledge?
