For saguNOpAsaka's their upAsya devata is ultimate god, the name and form may wary from individual to individual and it is admissible as long as they won't develop the attitude that 'my daddy strongest' :-) ekaM sat viprA bahudA vadanti. And that sat has been addressed as akshara and purusha also at some places in shruti. And this veda purusha parabrahma is the greatest ruler of all rulers (tameeshvarANAM paramaM maheshwaraM), highest god of all gods (devatAnAM paramaM cha daivataM), protector of all protectors (patiM pateenAM) and he is the ONLY praise worthy ruler of the world says svetaashvatara shruti. And this tattva may be bhagavati / mAta for shAkta-s, sri hari nArAyaNa for vaishNava-s, rudra bhagavaan for Shaiva-s etc. All are equally accommodated and depicted as supreme in shruti, smruti and purANa :-)
