Thanks for the reference. After some search online to find the exact
shloka, I found it under २७८ which goes so:
श्रीमन्त्रराजं यो वेत्ति श्रीचक्रं यः समर्चति।
यः कीर्तयति नामानि तं सत्पात्रं विदुर्बिधा॥ २७८॥
In my understanding, that there are gradations in sAdhakas is mentioned in
the commentary under this फलश्रुति out of which who has all three
qualifications is considered as a सत्पात्र for दान। That is the context of
gradations, as to who is the best fit to be given anna, vastra, dhana,
dhAnya as per earlier shloka 277. Else, bhAskararAya wouldn't say in the
end "अभावत्रयवांस्तु नैव पात्रमिति विवेकः" after giving details of
differences among those qualified.
The entire bhAShya reads so, for benefit of others (emphasis mine):
मन्त्रराजं श्रीविद्याम् । अत्र **त्रयाणां समुच्चये सत्पात्रतां,
अन्यतमाभावे **तारतम्यं त्रयाणामप्यभावे पात्रत्वभावश्चेति** न्यायत एव
सिद्धयति। तदयं निष्कर्षः *सम्प्रदानतावन्छेदकानामेषां *त्रयाणां विशेषणानां
मध्ये एकैकविशेषणकास्त्रयो द्विद्विविशेषणका अपि त्रयस्त्रिविशेषणक
एकस्त्रयाभाववानन्य इत्यष्टविधा ब्राह्मणाः प्रस्ताररीत्या भासन्ते यद्यपि
तथापि चक्रराजार्चकत्वस्य मन्त्रराजवेत्तृत्वव्याप्यत्वेन तन्मन्त्रविशेषणको न
संभाव्यते । अत एव च मन्त्रेतरविशेषणद्वयमात्रकोऽपि खपृष्पमेव । तेन
षाड्विध्यमेव ब्राह्मणानाम् । तेषु त्रिगुणक उत्तमः दुिगुणकौ मध्यमौ । तयोरपि
मध्ये मन्त्रवेत्तृत्वचक्रार्चकत्वरूपगुणद्वयशालीनमपेक्ष्य
मन्त्रवेत्तृत्वनामकीर्तनरूपगुणद्वयशाली श्रेष्ठः, एकगुणकौ कनिष्ठौ । तयोरपि
मध्ये मन्त्रवेदनमात्रगुणको वरीयान् । नामकीर्तनमात्रगूणकः कनिष्ठतरः ।
मन्त्रराहित्ये नामकीर्तनेऽधिकाराभावेनाधिकारिनिष्ठस्य गुणस्यापि
शूद्राधीतवेदवाक्यन्यायेनाप्रयोजकत्वात्। अभावत्रयवांस्तु नैव पात्रमिति विवेकः
। २७८ ।।
