Probably not but you cannot categorically say this.  The adhikara for 
jnana is viveka and vairagya.  Everything is of the nature of Brahman but 
is it capable of realizing that?  A rock or a tree cannot but a homosexual 
certainly could.  The situation is similar to Stris and Shudras.  They 
have no Vedadhikara but there are alternative upayas and Shankaracharya 
has acknowledged Dharmavyadha or Vidura or Gargi Vachaknavi as being 
jnanis.  For a sincere homosexual there should be some means too.  Of 
course this assumes they are actually sincere about following dharma and I 
doubt the ones pushing the idea right now really are.
