Thank you for that reply.

Ishvara being karma-phalAdhyakSha has a similar implication.

Since karma produces results without visible causal connexions between
karma and phala, Ishvara being the intelligent (non-jaDa) universal witness
of everything "blesses" (being the 'anumantA') the law of karma to function
to dispense the phalas at a later time and place.
