All names in creation are that of Rudra - says the Ashvalayana Grihya Sutra The Ashvalayana Grihya Sutra is a very ancient text that guides the day to day religious conduct of Rg Vedic followers.  This text has two ancient
commentaries: Gargya Narayana and Devaswamin.  Here an image from the former commentary is given.
In the fourth chapter of this Grihya sutra there are many Rudra references.

सर्वाणि ह वा अस्य नामधेयानि २७
All names in creation denote Rudra.
सर्वाः सेनाः २८
All forces (armies) are that of Rudra
सर्वाण्युच्छ्रयणानि २९
All exalted things are that of Rudra
इत्येवंविद्यजमानं प्रीणाति ३०
Rudra protects him who worships with the above idea.
रुद्राय महादेवाय जुष्टो वर्धस्वेति ९
हराय मृडाय शर्वाय शिवाय भवाय महादेवायोग्राय भीमाय पशुपतये रुद्राय शङ्करायेशानाय स्वाहेति १७
12 names of Rudra are in this mantra.
षड्भिर्वोत्तरैः १८
Six names would do.
रुद्राय स्वाहेति वा १९
Even one name would suffice.
