Namaste.
There is no doubt that shudras can do tapas in Kali Yuga. Infact shudras
can do sadhana in all the yugas. Shri Shankaracharya has said that
knowledge of atma can be gained through puranas and ithihasa in his
apashudradhikarana. Hence bakthi and jnana is open for all through the
puranas and ithihasa. But how can there be bakthi without svadharma? This
is against the advice lord gives in gita. He says it's better to do one's
own dharma than doing others dharma.

Regarding shri vivekananda here is a quote from one of his speeches
recorded-
There was a time in this very India when, without eating beef, no Brahmin
could remain a Brahmin; you read in the Vedas how, when a Sannyasin, a
king, or a great man came into a house, the best bullock was killed; how in
time it was found that as we were an agricultural race, killing the best
bulls meant annihilation of the race.
