The story is different in different purana-s (Linga purana, Shiva purana
Kurma purana etc.,) about Shiva going naked and enchanting the wives of
rishis. The rishis were mere karmatha-s, not bothered about atma-jnana.
Hence it is said that Shiva wanted to teach a lesson to them. Worship of
the formless is the message here but I could not immediately trace the
reference to beating the sages. I surely remember the poems of the famous
sixteenth century Telugu poet Srinatha who wrote about it in his work
'Hara-vilasam'. Sri VTCS Rao may be knowing this. In this version the poet,
who followed the puranas, describes how the rishis were beaten. But in the
Kurma purana Part 2, chap 36, the rishis are said to have cursed that the
linga should fall down and so it happens. I am not sure whether the Telugu
writer (who is held in high esteem) took liberties with the original.
Surely it is hazardous to take the stories as they are, without seeing the
overall context and message.
