Nicely stated, Praveen ji,
In the Lalitāsahasranāma the name: उन्मेषनिमिषोत्पन्नविपन्नभुवनावलिः occurs
in the same sense. There is a prakriyā क्षणे क्षणॆ सृष्टिः, क्षणे क्षणे लयः.
