This verse is found in the Narada Puranam:

गणेशभक्ताः सौराश्च वैष्णवाः शाक्तशाम्भवाः।
सर्वेऽधिकारिणो ह्यत्र सकामाश्चाप्यकामकाः॥ ८२-४७ ॥

Devotees of these पञ्चायतनदेवताः  Ganesha, Surya, Vishnu, Shakti and Shiva
- all are fit to study/hear  this Purana in this पुराणम् whether they've
any desire to fulfill or not.
