As per the hints in puruSha sUkta, bhAgavatam, and elsewhere in Vedic texts, 
and based on my understanding of these topics, the creation proceeds as:
Adi puruSha --> virAja --> adhi puruSha --> brahmA, viShNu, rudra, deva-s, ....

Those who are specially devoted to viShNu, are correct if they refer to 
"adhi puruSha" as the "Great viShNu" and "Adi puruSha" as "Super Great viShNu".
They are again correct if claim that rudra is created by this "Great viShNu"
or "Super Great viShNu".

Those who are specially devoted to rudra, are equally correct if they refer to 
"adhi puruSha" as the "Great shiva" and "Adi puruSha" as "Super Great shiva".
They are again correct if claim that viShNu is created by this "Great shiva"
or "Super Great shiva".
