Thats is because shanmuka is a jeeva. Infact in acharyas bhasya itself that
shanmuka became rudras son due to a boon and he is sanatkumara Rishi.

Yes. This is true. Surya Deva is a jeeva only. Shri jagadguru
chandrashekhara Bharathi swamin has clarified this in his talks. If you
wish to read it, i shall share the book.
>From Surya to hiranyagarbha all the jeevas attain the post due to karma
which is given by isvara. But isvara is i always the ruler as shri
shankaracharya quotes Krishna's statment from gita in his bsb bhasya to
prove this point. Acharya says that the jeevas are eternal part of isvara
who is the ruler and all the jeevas are ruled.
Then why is Surya Deva included in the pachadeva Pooja. It is because his
upasana as saguna brahman has been prescribed in the Shruthi. And also
Surya is a viboothi of narayana (surya Narayana). Infact shankaracharya
himself has said Surya attains mukthi after the exhaustion of punya. But in
the case of isvara there is no karma to be exhausted.

And devi's avataara like mAtru bhagini bhaginyAdi devata),sapta mAtruka

Very simple, has the shastra declared these dietys as forms of isvara? If
so, one can happily worship them. If not the no. Quite simple
