It seems pretty decent from a quick look.

Not that I know of.  The panchapadika is usually studies along with the 
vivAraNa of prakAshAtma swAmi.  An epitome of the entire vivAraNa school 
is given in the vivAraNaprameyasaMgraha of vidyAraNya swAmi and there are 
translations of that which may be of use to you.
