There is also the statement सर्वे विधयश्छन्दसि विकल्प्यन्ते  occuring in
the kAshikAvRtti, which essentially states that the normal rules of grammar
do not have to necessarily apply for the Vedas.

While Paninian grammar can be descriptive or prescriptive with spoken /
written Sanskrit used in the world, it is only descriptive with respect to
the Vedas - and as the general statement of exception in the kAshikAvRtti
says - even that does not necessarily describe all Vedic usage.

To extend this beyond the scope of this discussion, that is also why a
dating of one book of the Vedas versus the other, based on conformance with
grammatical syntax, does not work.
