I am writing this more as an exercise for myself.  I just wanted to try
counting syllables for meters.  The rule in couting the letters is:

Vowels are counted
Consonants that are combined with vowels are also counted
Consonants without vowel contact are skipped

Below are a few worked out examples.  The numbers indicate the incremented
index for each occurence of valid syllable.

Example 1:  Meter - nichR^t gAyatrI chandas - 7 x 1 + 8 x 2 = 23 letters

ta (1) t (-) sa (2) vi (3) tu (4) va (5) re (6) N (-) ya (7) m (-)
bha (1) r (-) go (2) de (3) va (4) s (-) ya (5) dhI (6) ma (7) hi (8)
dhi (1) yo (2) yo (3) naH (4) p (-) ra (5) cho (6) da (7) yA (8) t (-)

Example 2:  Meter - gAyatrI chandas - 8 x 3 = 24 letters (almost same as
Example 1)

ta (1) t (-) sa (2) vi (3) tu (4) va (5) re (6) Ni (7) ya (8) m (-)
bha (1) r (-) go (2) de (3) va (4) s (-) ya (5) dhI (6) ma (7) hi (8)
dhi (1) yo (2) yo (3) naH (4) p (-) ra (5) cho (6) da (7) yA (8) t (-)

gAyatrI is called chaturvimshatyaksharA - 24 syllabled mantra.

May be some other time, I will try and work on other meters... hopefully...
